iPad won't resume iOS 11.0.3 download

I can't get my iPad mini 2 to update to the current iOS update. I accidentally deleted a couple apps, I tried to redownload them but it's not letting me., I suspect since the apps are updated for the current iOS version. 

So I went and tried to update my iPad. I clicked on download and install , it waited a long time to search for an update and and it did I guess. now I'm stuck with that loading screen and the "resume update" button is greyed out (not sure when i actually started the update in the firstborn place). I restarted my iPad and it's the same. How do I go around and get around this so I can update my iPad? 

Or, how can I get my old deleted apps back? I deleted Instagram and Facebook and can't get them back. Instagram doesn't even come up on the App Store while Facebook does, but it won't let me download. 

I'm basically stuck and need help manually fixing it. Thank you
