missing icloud tabs in iOS 10.3.3

iCloud bookmarks, reading list and history are syncing fine in iOS and two Macs and I am able to see and open or close any other device's tabs on my Macs, however my iPhone is missing iCloud tabs. There is nothing there when I scroll down in tabs. (Nothing in Private either.)

 

I've turned iOS Safari sync off and on, deleted web data and rebooted, a few times, to no avail. 

 

My next step is signing out of iCloud on the iPhone or restoring to a backup. Is there anything else to do before taking these somewhat more drastic steps?
