Music on my iPhone won't play in iTunes

When IOS 11.0.2 was released, I updated my phone through iTunes. Big mistake because the update failed and reset my phone. I had to resync all my music. When I did that, the music is on my phone but only some of them can be played when connected via USB to iTunes. There is a dotted circle next to over half of the songs. I have read and tried numerous suggestions byt I can't get iTunes and iPhone to play nice together. I have iTunes (for Windows v12.7) and IOS 11.0.2 on the phone.
