2014 Macbook air missing overscan for external ...

I am looking at a way to get the option to use overscan as I have purchased a Samsung monitor and have it connected via hdmi/slimport.   I have tried all settings on the monitor (pc/av modes) but the option is missing in my monitor settings and leaves me with a wasted black border or cropped menu bar with no way to adjust it.
