Has anyone successfully sent or received text m...

Everything works fine when it's attached to the phone, but once it switches to cellular, Phone and other internet still features work, but it won't send or receive apple or sms text?  I have spent hours with both Verizon and Apple tech support.  We have replaced the watch.  We've left the phone in the buildings and gone to the parking lots to get out of wifi range and as soon as we do it txt messages quit working.   Unfortunately both parties conclude it is the others fault not sure where to turn to now for support. 

Watch is version 4.0.1 and IPhone 7  is 11.0.2

Unfortunately this is where I started long before I went to both Verizon and apple tech support.  I apologize for not making that clear in the original post.

Just to clear things up a little more.  The last thing Verizon told me was "you have a defective device, go to apple."  At apple, we traded out the device and it still didn't work.  The last thing the apple people told me told me was "there are still issues with Verizon, you should go on-line and search to see if others are having issues"
