Outlook 2011 office database rebuild repetition.

My Office 2011 is constantly asking me to rebuild my database using Database Utility. Once i do it then it download the e mails. However, i can't forward all my e mail. In some i can and in some the same message keeps on coming back. When i tried sending a new e mail, the same message shows again. Any one facing/faced the same problem? any help will be highly appreciated. I am using a Mac os sierra
