Yes - once it has been set up, Apple Pay on Apple Watch can be used entirely independently of the paired iPhone.

The feature does not require the Apple Watch to have cellular or Wi-Fi connectivity, nor does it require the paired iPhone to be nearby or even turned on.

Apple Pay can even be used when Apple Watch is in Airplane Mode.
