Keeps losing Internet connection

I've been having problems with my Internet dropping off lately and I've tried several things I've found thus far, but think I may be missing something. It shows Wi-fi, Wi-fi Settings, and Network Settings as working fine, but the ISP, Internet, and Server fail every 15-20 seconds. I go in and use diagnostics to re-establish the connection each time, and it works for another 15-20 seconds and drops off again.

The solutions I've tried include:

- Resetting the router

- Deleting the network and re-adding it

- Using Google's DNS settings (8.8.8.8 and 8.8.0.0)

- Looking up the DNS settings for the ISP (Optus [AU]) at my home location, and inputting those.

- Setting a custom location

- Restarting w/ Command-Option-P-R. I can't restore from backup, because my backup hard drive is in the U.S. and I'm in Australia. I can't re-install Sierra, because I can't connect to the Internet.

Hi I had that problem with the Ethernet Speed in Automatic mode . So i set the speed to 100MBPs manually. System preferences / Network/ Ethernet/ advanced / Hardware ...  I Put 100MBps and Duplex .
