Ephemeral apps on dock

So after iOS 11 I now get various temporary apps on the dock.  A light tap and the minus sign pops up and I can delete them.  However, my WSJ app doesn't do that.  I open the app, read for a while, and then close it.  The app sits on the dock with an alarm clock appearing in the upper right corner.  I can't get rid of it.  What is that about?
