iCloud Help

My iCloud storage is full and I am trying to delete some of the photos to free up space, I have done it before without an issue, but this time I can't get it to work. I deleted some photos off my phone but when I login to iCloud on my laptop, the only options when I select a photo are to share or download. The rest of the icons are grey and not available to click on including the delete one. Anyone know how to fix this? I have tried everything but I can't get it to work. Thanks very much!

Perhaps signing out of iCloud on your PC and then signing back in?
