Ipad mini 4 iCloud issue

I have a number of Macs. Yesterday I purchased an iPad mini 4. I have also just spent a few hours (including time with Apple Support) trying to connect to my existing iCloud account with my iPad mini WITHOUT success.

 

Here is what seems to be the problem. I DO NOT want to upload my photos from my iPad mini to the iCloud account and have switched that OFF. I have thousands of photos and I have already experienced running out of iCloud allowance previously with the iMac when it tried to upload all my photos to the cloud.

 

However, I am told by Apple Support that I cannot access my iCloud account on my iPad mini 4 unless I turn on my photos to be uploaded to the cloud.

 

How ridiculous is this? I do have a couple of photos, uploaded by my iMac, on the cloud for insurance purposes (in case we have a fire) but I do not want all my photos uploaded from any device I have as I already do all my backups with hard drives.

 

The point is - why on earth should access to my already existing iCloud account be declined on my iPad mini 4 because I do not want to upload photos from it?

 

Any Apple engineers out there like to tell me why?
