Why do none of my app reviews ever post?

This is actually starting to become really annoying. When ever I post a review of an app it never shows up. (Ok, I just checked and one of my reviews from 2013 finally posted, but the rest of them haven't) They are listed in "Reviews and Rating" when I go to my account in itunes, but when I go to the app that I had left a review from and even select "All Versions" I never see my review listed. Do app creators have the ability to hide negative reviews? If so, doesn't that defeat the propose of even having a review system if the app creator can censor reviews they don't like?
