Free up storage on iOS device by using iCloud?

I have multiple photos and videos on my iPhone 7 Plus, videos are shot in 4K which takes up a fair bit of storage. I have also never used iCloud Photo library.

My question is if I enable iCloud Photo Library from my device will all the existing photos and videos be stored in the cloud for me to access them whenever I need to or will this happen to new photos and videos.

If this is the case can the originals be deleted from my device or does this just optimise the storage on my iPhone ?
