How are you downloading the songs ? An Apple Music subscription gives you access to music in Apple Music, it does not give you free downloads from the iTunes Store

How/where did you download it ? If from Apple Music you shouldn't have been charged, if you bought it from the iTunes Store then you will have been charged.

It doesn't give you any free downloads from the iTunes Store, only from Apple Music - and anything that you do download from Apple Music is tied to the subscription, end the subscription and you lose access to those downloads (unlike purchases from the iTunes Store which you get to keep).
