Adding third party apps without download them

Why can't I simply add an account to the Files app instead of having to download the third party apps? I wanted to use Files specifically in order not to have to download a bunch of apps.

Send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
