Offline access to iCloud files

I Am using iPad for quite some time. Recently I noticed that my documents in pages r not loading quickly, after exploring I realise that all my documents are stored on iCloud Drive and I cannot access them when I am offline. I explored many, many forums but only "How to connect and backup documents on iCloud" is the, no information on "HOW TO TRANSFER BACK MY DOCUMENTS TO IPAD FROM ICLOUD DRIVE" is nowhere....

kindly help as not always I am able to load my docs online.

But, **HOW** do I use iCloud Drive app to download files to my device (iPhone 6) for offline use?  I open them while online and they open up on the phone and I think OK now it's there for when I am offline but then later when I AM offline the files won't open and I get a message saying I have to go back online to get the file!  Please clarify!  Thank you for helping.

I'm having the same issue and I'm kind of at wit's end here.

There doesn't seem to be any way to download files from iCloud Drive for local offline access!!
