Another device using my Apple ID

On my iOS phone it said three times that a device in another city in another part of my state is currently using my Apple ID & asked me to allow or don't allow.

 

I just went through the entire multi-day process "recover" my Apple ID & change the password last week. On my phone it hadn't accepted my former ID & that's why I had to change it (it worked on my laptop). SO, I'm guessing all my devices are compromised & there is no way to securely change the Apple ID/password without the other device also getting that information.

 

Have had a few denials accessing web pages bc due to security warnings (not from "bad" sites, but from the site not wanting anything "bad" coming through from my end).  How to do a top to bottom scan for viruses, et al.???

So "phishers" can cause the apple system to flash a warning that said the Apple ID Sign in Requested for my email address & ask to allow or disallow?

 

It put out the warning when I started my device this morning & then every time I myself tried to sign in to the Apple ID. However, when I requested the code on the 2nd part of the 2 part verification I never received the code w/o putting in a phone # to text it to. Why would Apple not send it to the email that is the ID?

 

So, other question, I've tried to check the settings for Location on my laptop but they are limited to features like "weather" or "calendar" or "maps". It does not show me where it thinks my laptop actually is currently located.
