itunes does not sync all songs to iphone 8

I have noticed this before, but it's now REALLY annoying me.

I got a new iPhone 8. I did a manual backup of my 6 to iTunes on my Mac. I then restored to my new phone. Many songs made the transition, but many didn't. Annoying. I did another sync, and more songs showed up, but still, a fair number have the little cloud download next to them.

I never, ever, ever, ever want my music in the cloud. I mean never. I bought the biggest iPhone I could, storage-wise to avoid this. I spend at least 4-6 weeks a year completely away from the internet, and I want the damned music on my phone, plus at work I have no wi-fi. The songs seem to mostly be songs I bought on iTunes. Here I am at work, unable to get to a significant portion of my music library is unavailable to me. I'm not going to deplete my cellular data for this, doing a restore or sync from my computer should have done this.

Any suggestions?
