photos not uploading during icloud backup

I connect to WiFi. Select Backup from ICloud. Photos is checked. Backup Complete. Look at Photos app and it says 22 Photos to upload. I have plenty of space.  It never uploads them. If I disconnect from WiFi, on the Photos app it says WiFi Required- 22 photos to upload! Not sure if this means from Iphone to Computer or the reverse. Either way, I keep getting those messages.

Clarification question - did you do an iCloud backup of the phone? If you are syncing photos via iCloud Photo Library, the photos are not included in your backup. The Library upload is separate from the backup.

With the Wi-Fi on and the phone connected to power, try Settings/iCloud and slide off syncing. Wait a few minutes and then resync.

Have you tried signing out of iCloud and then sign back in?

Yes. I am doing iCloud back up and have the Photo button on. I have tried signing out and back in

When you say to turn off synch and then back on, do you turn off the Icloud Back up button?  You say the photo library is separate. So how do I get the photos to automatically go onto my computer?  This has only happened since I got new computer in December. I have downloaded iCloud onto that computer abs have photos turned on

Well, this solved my problem! I thought that when doing ICloud backup it was backing up my photos, so it was the only time I would be connected to WiFi and always have the backup button on. I turned off the back up and my photos appeared on my computers! Thanks! Now, if I can only find a program on my PC that would keep the dates and locations to identify the photos. I went from having Vista (which had Windows Photo Gallery) to Windows 10 piece of crap that just puts them in a folder and I would have to go through and re-tag them all!

Thank you so much!
