Accessing Previous iPhone Backup

I have a video of a presentation I did last June missing on my phone.  I must have accidentally deleted it or it just expired and deleted after I emailed it to my boyfriend in late July (who forgot to download it within 30 days).  I can still see the backup data from my previous iPhone on my current iPhone.  Does anyone know how I could access those files without deleting any new data on my current phone?  I bought my iPhone 7 Plus in July and it shows up as iPhone (3) in my iCloud backup data.  I can see my iPhone (2) backup from July 5, 2017 under Manage iCloud Storage, so I know it's out there somewhere using 23.3 GB of iCloud data.  Is it possible to access that July 5 backup since it is showing up in the iCloud storage?  How would I go about doing that?  I've tried accessing the iCloud from my computer and I can't find my backups.
