How to show "music not on my iPhone"

Equipment:   iPhone 6, OS 11, all the latest updates.

Problem:  I want to see music not on my iPhone, but it appears that I can not do this unless I subscribe to Apple Music.   I want my music physically on my devices because I routinely go off the grid and cannot count on streaming.   Plus I have no desire to pay for Apple Music since I get Spotify free and rarely use it anyway.

This functionality has been removed, it would seem.   Must I add my music to other devices manually after download?

Please don't tell me to just turn on automatic downloads, I don't want everything downloaded on every device.
