Windows Update 不能更新，永遠失敗

Windows Update 不能更新，永遠失敗

System: Window 7 家用進階版 x64

Antivirus software: Norton

Problem:

Since ~ 2 years ago, 更新SP1失敗, 更新all other things失敗。永遠"正在更新 0%"

My Internet Explorer is Explorer 8, really old version and can't access to many website. I want to upgrade it to explorer 11, but couldn't, because it needs SP1.

I tried to install Windows Update Standalone Installer, but it just keeps on running as shown below forever. I also tried to STOP "Windows Update" and attempt to "Restart" it. It did Stopped, but when I try to restart, I discover the "restart" icon is in grey color and so couldn't get it to restart.
