iTunes prevents other apps from launching

Recently purchased a 8 core Mac Pro 2013 and updated to Sierra 10.12.6 and found that once you launch the iTunes app and any attempt to launch or quit other apps they become unresponsive. You are forced to do a hard reboot  to resolve. Ran hardware and software diagnostics and all is fine. Did a test on a 2013 i7 iMac 27" and found the same to happen so its not the computer hardware. I think it may be affecting 2013 models as I tried it on a iMac 2009 and all is good. Anyone else experiencing this with 2013 models or later? I have been able to reproduce this every time. I just avoid using iTunes for now.
