Every time I try to download a song , it says "this Apple ID is only valid in the US and I am in the US

You are in the US, but is your iTunes account set for the US?  Look at the bottom right of any page in the Store, and check the flag at the lower right.

Also, do you have a credit card in the system that has a US billing address?
