Activation problem at Ipad2

I want to give my old ipad2 to my soon. I have restored it again and, when activating I get the following message:

"Sorry we can not go further in the activation; try it later again" (thrue Itunes)

"your activation request can not be completed. try it again (home button). Reach to support if it continues.." (thrue the Ipad)

I have been trying it now for an hour. Does someone know what the problem is and how to solved?
