How to recover system software

Hi! So my boyfriend was trying to erase his 2015 MacBook to sell it and what ended up happening is a file icon with a question mark in it was flashing on a blank black screen. Now when I try to restart, hold down command + R to get it to recover a globe icon pops up a a caution sign in the middle with “Apple.com/support -1005F” under it. Kind of looks bad but there must be something I can do to remedy this. 

What are you saying it won't let you proceed to download and install?
