Unable to delete photos from Photo app on iPad

This is in regards to a iPad 2 iOS 8.1.1

I'm unable to delete photos from the Photo app.

The camera roll is empty and the recently deleted album is empty but I still have 49 photos that I cannot delete.

I tried several tutorials on the web but none of them work because the trash can icon never appears. I tried using iTunes but no photo folder appear on my iPad in iTunes. I signed into iCloud and there are no photos there.

I'm running out of space.

How do I delete these items?
