How do you set up a different credit card for e...

I know you have to have a credit card to set up an itunes account...however, when you are using family share...it becomes a problem with authorizing purchases from my children!  How, can I allow family sharing but have a different payment method for each family member.  I'd like to have purchases for my kids to be itunes cards/credits only.  Or, set a dollar limit for them.  Any ideas or solutions?
