ipad not responding to touch

So when I go to use my iPad, I touch the screen.  A blue bar starts scrolling across the screen.  When i tap the screen again, the bar stops and turns to a "fine tuning" line.  I tap the bar again and another bar will drop down from the top.  I tap the screen and it stops, turns to a "fine tuning" line.  If I tap again and the "crosshairs' are on an icon.  That icon will open.

It has to be some sort of accessibility option but I have no idea how it turned on or how to turn off.
