How can unwanted wi fi network be blocked

How can unwanted wi fi network be blocked from appearing at startup?

If it is your network, turn it off, if it is someone else's network its right to exist trumps anything else (just as your own network has the right to exist). So just 'Forget' the network in System Preferences.
