The new iTunes update 12.7

When I updated iTunes on my Windows 7 computer today, I see that there is no longer an Option to

"EDIT a PLAYLIST"

Under previous update versions of iTuness, there was always an easy and convenient way (option) to add a song to a playlist in a specific order that you wanted it to play within that playlist. That EDIT PLAYLIST option was always listed directly under the NAME of the playlist when the playlist was opened.  That option is no longer found there.
That option is also not found in the EDIT or FILE Tab drop down list at the top of the screen.  ???
Does the option to EDIT PLAYLIST, to add a song(s) still exist?

If so, where is that option now found under the latest iTunes update 12.7 ?

How do I now go about adding a song to a playlist at a specific location within a playlist?

I can no longer seem to easily do that by a drag and drop procedure from my song library.

PS: I contacted Apple iTunes support by phoine and they had no answer for me. Rep was not familiar with all the new changes to iTunes from version 12.7. She tried to be as helpful as possible as we explored different areas of the new 12.7 update but she was unable to answer or resolve my question.

I did that and EDIT RULES is NOT one of the options I get when I right-click on a playlist on my Windows 7 Dell PC ?

EDIT RULES in in the drop down menu list under the FILE Tab at the top of iTunes library music file page, but it is not highlighted. It is in the background. When I click on EDIT RULES from the FILE drop down list, nothing happens, even if I right-click on it. ???  How do I highlight EDIT RULES.  That option is NOT included when I right-click on a playlist.

Make sure you’re right-clicking on the playlist sidebar for iTunes library itself, not in playlist on your connected device. I.e., the Media Kind just above the sidebar should be Music. Your can’t Edit in iTunes a playlist on your device.
