Cannot delete bookmark and history suggestions.

Every time I start to enter something in address bar of safari my top hits, and bookmark and history suggestion fields populate with previous visited websites. This occurs even though:

all website history has been cleared multiple times. All website data deleted. And All suggestions and top hits have been turned off in safari preferences.

so how can I stop this occurring?

the only thing I can see that isn't deleted is 1.6mb of history associated with safari when looking at storage and iCloud usage and that is immediately after a website history and data clearance has occurred.
