Cannot enter Target Display Mode

I'm trying to use a mid-2011 27" iMac as a screen for my 2017 13" MacBook Pro. Both machines are running Sierra 10.12.6, and show no further available updates. I'm using an offical Apple cable and adapter to connect via Thunderbolt 3 -> Thunderbolt 2.

 

I've been working at this for quite some time, and have tried just about everything mentioned in forums including: everything mentioned here Use your iMac as a display with Target Display Mode - Apple Support and multiple SMC and PRAM resets on both machines.

 

Both machines acknowledge that they are connected when you check About This Mac > System Report > Thunderbolt, so all cables and ports appear to be functional. The iMac is running Thunderbolt firmware version 22.1 and the MBP is running version 22.2. I haven't been able to update either any further.

 

One possible source of this error is the iMac keyboard. I'm using a non-Apple keyboard, although I have also tried with an older official Apple keyboard (probably pre-2010) and by entering the Command-F2 shortcut directly into the on-screen keyboard viewer (using sticky keys to hold down Command).

 

Any suggestions?
