Stuck in activation lock

My brother has ipad 2, he forgot his apple id and its stucked in activation lock section... i cant get in to setting to turn off find my iphone so i cant restore it... what should i do??

Your brother if it's his iPad, should go to

https://iforgot.apple.com

and retrieve his account.

There is no other way to bypass activation lock.
