Apple ID disabled

Whenever I try to get an app from the App Store. It keeps popping up "your Apple ID has been disabled" 

Even though I've reset everything already to try to fix it. It still pops up that message. Nothing is working.  Any tips? 

Apple ID Has Been Disabled

1. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
2. Apple ID Disabled
3. Apple ID is Disabled - Apple Club
4. Apple ID- "This Apple ID has been disabled for security reasons" alert appears
5. If your Apple ID is locked - Apple Support
