"You cannot change the store front information ...

It's been a long time since I started using my credit card in the App Store for buying games or commiting in app purchases. Lately, I tried to perform anothe in app purchase and I was forced to verify my paying method once again. After I did it, it told me "You cannot change the store front information at this time", and I can't change my country either. I tried changing a credit card but no success. Why is this happening and what can I do to solve it?
