Voice to text translation

Hi,

Is there translation software that can listen to a chat video I am watching in French, Russian, or other, that will let me see chat as text or hear as voice in English?

Google translate and chrome do not do this on my iPhone 7 or MacBook Pro.

I have to start Google translate on iPhone, then hold cell phone to speaker on laptop which is ineffective at best.
