Why wont my iPad connect to my pc or laptop?

I am about to give up and pack my ipad away.  My ipad will not connect to my windows PC or laptop. I have factory restored it, tried new usb cables, uninstalled itunes on both PC and laptop and get nothing but an error message.

Can someone please help. I am at my wits end with this.
