If I delete all backups can I still take photos...

If I delete photo backups in icloud will I still be able to take photo's...will these new photo's be stored on my phone till I download it on my labtop?

Deleting a backup won't affect your ability to take photos or send and receive emails at all, indeed it won't affect anything on your phone or anything you want to add to your phone. if you then start a new backup it will backup up everything subject to a backup, not just new content unless you tell it not to backup certain types of data.
