Night Shift schedule is not working

I followed the directions exactly on the following webpage, and yet Night Shift still will not turn on using the "Sunset to Sunrise" option.  I can, however, get it to work using the custom selection and then entering my own start and end times.

This is the part that I think is broken:

"To use this option, turn on Location Services in Security & Privacy preferences. Choose Apple menu > System Preferences, click Security & Privacy, then click Privacy. Select Enable Location Services, scroll down to System Services, click Details, select Setting Time Zone, then click Done."

Even though I followed these steps, it does not work.  Anyone else having this problem?  I'm using a 5K Retina iMac.
