Is there a way to do a data transfer after possible water damage and can anyone tell me the cost at the Apple Store since none of their information will give any estimate.

Yes, sometimes a HD is not damaged in a liquid spill and it can be removed, put in an external enclosure, and connected to another Mac to transfer data.
