iCloud calendar items not coming to Outlook 2013

I use Outlook 2013 and iCloud calendar. Adding an item in Outlook is properly synced with iCloud. However, items in iCloud from my iPhone are not send 'down' to Outlook. Add-in app is active and Refresh works. In iCloud for Windows I have switched off/on the Calendars but that did not help. Any suggestions?
