mail folders

Hi! I have two Gmail accounts in my Mail for Mac. Is there a way to create a folder that I can use for both accounts? For instance I'd love to have a "To do" folder where I can put emails from both my Gmail accounts. Right now it seems that the only way is with a folder "On my Mac", but I'd like a folder that I can sync on all my devices...
