iPad Air Endless Reboot

After trying all of the tricks I could find to kick the device out of endless loop, I took it to TWO different "dr fixit" type locations, neither of which could get this device to behave correctly. This is a 2013 or 14 and I'm wondering if anyone has advise on my next move. I can tell you it is at the second dr fix it location and they want $25 to tell me they can't fix it. One option is to leave it and purchase a refurb. I only use it for serving music charts to play bass at jazz gigs. Nothing else.
