spotlight not indexing

Hi, I have a mac that is using the latest Sierra version 10.12.6

Mac is telling me that my hard drive is full and from the 'About Mac' - storage it is saying that I have only 3GB left in my 1TB hard drive. I checked with omnidisksweeper and it seems like I have about 500GB left of disk space.

Thus, after reading through some forums, I suspected a problem with my spotlight indexing and I have tried the following

- adding and removing my mac hard drive from privacy tab -> no success

- rebuilding my index through terminal, it always give me the 'indexing disabled' on my mac hard drive
