Firmware password on macOS Sierra

The instructional page on Apple's website to check or add a firmware password doesn't work.  Says on startup Use Option +R   They go to utility menu and setup there.  There is no Utility option in the utility tool.  Can anyone assist and give proper instructions.

Ok so you have to Cmd+R indeed then on the top bar you should see a Utilities menu:
