Will Account Recovery Solve My Two

Basically, I am currently deployed, I only have access to the internet via wifi. I reset my phone with the intent to restore it from the backup i made to iCloud. Well, in order to login to my iCloud account, I need to enter my TFA key. I cannot receive this key because I do not have cellular data on my phone. I opted to logon to iCloud with my windows laptop however, another TFA key is required in order to enter the settings portion of iCloud where I can even turn off this option. I must say, I applaude Apple for their unending circular requirements in order to bypass security measures. However,  after awhile I realized I may only have one option so, I decided to enter the account recovery status, I used my wife's number as the recovery device, and my instructions should be sent to her in approximately 21 hours. Will she be able to forward me the link she receives so I can recover my account, and will I be able to log back in after recovering my account so I can turn off TFA? Or will I once again run into the issue of needing TFA in order to login to turn off this option?

Please read up on Two-factor authentication for Apple ID - Apple Support and Recover your Apple ID with two-factor authentication account recovery - Apple Support. You maybe not be able to turn it off depending on how the account got two-factor and you may need to use her device for the codes.

If you device can get calls/text you still have the same number thats on the account you should be able to get the code with 'Didn't receive code?' or something like that below the code and sending it as a call/text (sms).

That's the issue, I cannot receive calls due to my location. and her phone is not currently a trusted device on my icloud.
