How do you edit a play list in Itunes on a PC?

How do you edit a play list in Itunes on a PC?, it will show me the playlist when my phone is connected to the computer, although not all of them for some reason, but will not let me add or delete songs from the playlist. This is so irritating.It used to be you could click and drag or open a playlist and the music library and add that way but now neither is working.  I have tried changing the "sorting" like another thread suggested by I am not given an option of chosing "manual" under sorting order.  Also I have tried to control/click on a song or playlist but that doesn't work either.  Any other suggestions?
