iCloud photo library upload trouble

Wife's iPhone 5s is displaying a curious anomaly when attempting to upload photos to iCloud photo library.

It shows progress of the upload (around 1.5GB of 7 GB remaining), but soon it resets to 0GB and ostensibly starts over. (See photos in sequence)

So this upload appears to be getting nowhere.

Related circumstances:

• Yes, there is plenty of room in her iCloud photo library (50GB)

• Presently she has around 3.5GB of space on her iphone

any ideas and/or solutions?
