apple ID could not be used in apps store

I have created an apple id online and purchase the OS.

I could't access APPS Store using my apple ID, was ask to review my account. But there is no option to access to review.

I have used a new ID created in iTunes to perform upgrading to OS sierra.

During update of software it prompted me that its not the ID used to purchase the OS hence its disrupted.
